Passports

The Clerk of the Circuit Court is a Passport Acceptance Facility. It is located at the Volusia County Courthouse in DeLand, 101 North Alabama Avenue, Room C119.

  • Accepts applications for new U.S. Passport Book or Passport Card required for all travel outside the U.S.
  • Assists with renewal applications of the U.S. Passport Book or Passport Card
  • Can provide passport photos

No appointments necessary however all passport applications must be in the mail by 3:00 p.m. This requires applicants to be in the office no later than 2:30 p.m. Applicants arriving after 2:30 p.m. may be requested to come back another day. Each application takes approximately 30 minutes. Check or Money Order is required.

Overview

The U.S. offers two types of travel documents required to enter and leave most foreign countries.

A valid U.S. Passport Book

  • Can provide passport photos
A valid U.S. Passport Card
  • A wallet sized card that is valid for international travel by land or sea between the U.S., Canada, Mexico, the Caribbean and Bermuda ONLY. It is NOT valid for travel by air to or from any foreign destination.

You have the option to apply for a passport book, a passport card, or both. Both require applicants to provide documents that attest to U.S. Citizenship such as birth and naturalization certificates.

What you will need to apply

  • Evidence of U.S. Citizenship
    • Fully-valid, undamaged U.S. passport (may be expired)
    • U.S. birth certificate that meets the following requirements:
      • Issued by the city, county, or state of birth
      • Lists your full name, date of birth, and place of birth
      • Lists your parent(s) full names
      • Has the date filed with registrar's office (must be within one year of birth)
      • Has the registrar's signature
      • Has the seal of the issuing authority
    • Consular Report of Birth Abroad or Certification of Birth
    • Certificate of Naturalization
    • Certificate of Citizenship
      • Customer must provide a photocopy of primary U.S. Citizenship Evidence. The photocopy must be legible, on white 8.5" x11" standard paper, copied using black ink and cannot be double sided. Customers can also submit a second certified copy of their citizenship evidence in place of a photocopy. The second certified copy or photocopy will be retained by the Department of State. Photocopies are available at the Clerk's office for $.15 per page.

  • Note: For information on obtaining a certified birth certificate, you may refer to the Florida Department of Health. The Clerk of Circuit Court is not responsible for the accuracy of information presented or contained on other links.
  • Present Identification
    • Fully valid in-state driver’s license at least 6 months old
    • If out of state ID, you will need a second ID
      • Customer must provide a legible photocopy of the front and back of your original identification. The copy must be on white 8.5" x 11" standard paper and cannot be double sided. Photocopies are available at the Clerk's office for $.15 per page.
  • Passport photograph
    • Taken within 6 months
    • Must be color
    • Must be 2" by 2" in overall size
    • Background must be plain white or off-white
    • Must be clear likeness of the applicant
    • Must be full frontal view with both eyes open
    • Eye glasses must be removed unless you have a signed statement from your Physician
    • No hats or head coverings, unless worn daily for religious purposes
    • No headphones or wireless hands free devices
    • Taken in clothing that you normally wear on a daily basis

    NOTE: The Clerk of Court offers passport photos for $15.15.

    • $209.53 check or money order ONLY to U. S. Department of State
      ($130.00 + $60.00 expedite fee + $19.53 Express mail to applicant)
    • $65.45 check, money order, cash or credit/debit to Clerk of Court
      ($35.00 + $30.45 Express mail option –although the express mail is optional, not selecting may extend the time to obtain passport)
PASSPORT BOOK – Children 15 & under (valid 5 years)
  • ROUTINE SERVICE
    • $100.00 check or money order ONLY to U.S. Department of State
    • $35.00 check, money order, cash or credit/debit to Clerk of Court
  • EXPEDITE SERVICE
    • $179.53 check or money order ONLY to U. S. Department of State
      ($100.00 + $60.00 expedite fee + $19.53 Express mail to applicant)
    • $65.45 check, money order, cash or credit/debit to Clerk of Court
      ($35.00 + $30.45 Express mail option –although the express mail is optional, not selecting may extend the time to obtain passport)
Note: Passport Services require personal appearance of all minors applying for U.S. Passports along with the minor's parents.


PASSPORT CARD – Adult 16 & over (valid for 10 years) not valid for air travel

  • EXPEDITE SERVICE
    • $90.00 check or money order ONLY to U. S. Department of State
      ($30.00 + $60.00 expedite fee NOTE: Express mail service not available back to applicant)
    • $65.45 check, money order, cash or credit/debit to Clerk of Court
      ($35.00 + $30.45 Express mail option –although the express mail is optional, not selecting may extend the time to obtain passport)
PASSPORT CARD – Children 15 & under (valid for 5 years) not valid for air travel

    • $15.00 check or money order ONLY to U.S. Department of State
    • $35.00 check, money order, cash or credit/debit to Clerk of Court

  • Any additional documents necessary to fulfill the requirements of the U.S. Department of State in obtaining a U.S. Passport.
